都市襲った地震“交通インフラ崩壊”で救助に影響 生死を分ける2つの取り組みとは【サタデーステーション】(2026年1月17日)
阪神・淡路大震災。大都市に壊滅的な被害をもたらした地震から1月17日で31年です。救助活動に影響を及ぼした“交通インフラの崩壊”。命を守る2つの取り組みを取材しました。（1月17日サタデーステーションOA）
■“交通インフラ崩壊”で人命救助に深刻な影響
阪神高速道路は、およそ600メートルに渡り倒壊。道路の被害だけでも7200箇所を超えた阪神・淡路大震災。
被害が大きかった神戸市長田区で発生していたのが、木造密集地域の大規模火災です。

「（火の回りは）ものすごく早かった。火が広がると空気の流れがひどくなって、いくらでも燃え出す」
長田区にあった自宅が全焼した中村さん。密集地域ならではの課題を感じたといいます。

「知り合いの店がつぶれて（知り合いを）どうやっても出せない上に火が燃えてくる。道路は人が通れるだけの細い道。救急車が来られなかった。だから助けようにも助けられなかった」
長田区では、木造密集地域が多く、27件の火災が発生。52万平方メートルを焼失させました。
■密集地域の減災対策

「街の中にスペース作っていく。延焼防止と避難場所確保ということから取り組みをおこなっている」
減災を目的としたスペースは長田南部地区だけでも、およそ20箇所あるといいます。さらに、燃えやすい家屋の解体費用の補助。狭い道路を広くする取り組みも実施しています。

■生死分ける重要な行動
芦屋市消防 高浜分署 堀毛博 消防司令補
「（道路に）段差やずれができた。電柱や倒壊した建物が道路まで倒れて通れなかった。（地震後は生きていたが）私たちが行った時はその人は冷たくなって呼吸していなかった」
当時も芦屋市の消防署に勤務していた堀毛さんです。何があれば命は助かったのか、その答えが、住民たちによる救助です。実は、阪神・淡路大震災で助かった人のおよそ8割は族や地域住民による救助でした。震災後、堀毛さんが始めたのが、「近助」を広める取り組みです。

「（住民が使用する）ちょっとしたものを割って使う小さい斧、つるはしやバール。まず近所の人で助け合う、この輪が広がるとより強い地域の防災力につながる」
堀毛さんが話す「近助」。自助（家族）と共助（地域）の隙間になっていた、近所どうしで助け合える関係を作ることで、より素早い救助につなげることができるといいます。そのため、防災倉庫の設置を推進すると共に、地域住民との合同防災訓練を実施。住民どうしを引き合わせることで、「近助」を可能にする環境を作っています。

■迫る巨大地震 “ひずみ”がたまる場所も

「南海トラフの地震の前兆的に、日本海側地震が起きている可能性がある」
今月、山陰地方で最大震度5強を観測した地震。プレートが関連し合う日本周辺では、過去にも、山陰地方で起きた地震の翌年に、巨大地震が発生したことから、1年程度は特に警戒が必要だといいます。

「特に注意したいのは根室沖。（大きな地震が）ずっと起きていない、ここだけ歪みがたまっている。M8クラス、津波は5メートルくらいの可能性、千葉県沖や茨城県沖まで津波が来る可能性」

昔の話とは言い切れませんね。今後は首都直下地震、東南海地震が近い将来襲ってくると言われています。
その時この光景を再び見させられるのでしょう。
次の大震災でも外国人や外国資本がまた日本から逃げ出して未曾有の国家的損失が発生するのでしょうね。
首都直下地震は阪神淡路大震災の比ではないでしょう。日本再建にどの位の国家予算と復興期間が必要となるのでしょうか？
改めて見ると、インフラが破壊されたときに警察と消防だけで対処は出来ないという事。
こうやってインフラが破壊されたときに動けるのはやはり、「軍隊」だけ！日本では自衛隊がそれに相当する。自衛隊を動かさなかったことも非難されたが、それ以前に政府事態に危機管理能力と機動力も当時は全く無さ過ぎた！しかも非武装中立を主張した村山政権と言う最悪な政権…
このことを風化させずに未来へしっかり伝えていくことは今の時代に生きているわれわれの責務と言っていい。貴重な動画と資料感謝。
